Unfortunately the was an error in this pattern.
For Front Shape Neck it currently reads "k26 (28, 30), turn and slip rem 7 (8, 9) sts on a holder"
This is a mistake. These 7 (8, 9) sts should be cast off.
Also, on To make up the instructions for the Left Front Border have been omitted.
Left Front Border
With RS facing, 3mm needles and yarn A, pick up and k 24 sts down left front opening edge
Row 1 (WS): k1, * p2, k2; rep from * to last three sts, p2, k1
Row 2: k3, * p2, k2, rep from * to last st, k1
These two rows form rib
Cont in rib as set for a further five rows, ending with RS facing for next row
Cast off in rib
