The purl stitch on WS of the knitting should run all the way up the back of the garment, but unfortunately the instruction for continuing with the purl stitch was omitted when you reach the side edge shaping. Here is what the pattern should say:
BACK
SHAPE SIDE EDGES
Next row: as stated
Foll row: K to one st before marker, p1, sl marker, k to end
Also, there is a weeny omission in the 'Make Frill' section

Row 3 should read as follows:
Row 3: 1SS, k2, turn
